Was reagan a socialist, since taxes and spending were higher than they are now?

I thought that was the basis for conservatives calling someone a socialist. If I'm wrong, please explain the conservative view of a socialist. When I talk of spending being higher, I refer to discretionary spending as a % of GDP.
