Can i get a council house with already having a mortgage?

Can i get a council house with already having a mortgage.
The mortgage is in my name but am having difficulties my 50 year old partner has had a severe stroke and i will have to cut down my working hours to look after him and he cannot get much benefits wise as him and me had full time jobs before this.
Any input is appreciated.
