How property taxes are paid?

I bought a house (cash not mortgage) late June and just received the summer tax statement (2700$)
How does taxes work? I know there are summer and winter taxes but when are due dates for each? Can I request an extension?
Also, since I bought the house just now, shouldn't the bank that owned the house pay half the taxes?

I live in Michigan if it's make a difference.
