Would this work for lower tuition?

If i live with my grandparents (they're my guardian) they own a apartment in Hartford
for a cheaper loan could I say I live there? Because if I live in the town the apartment is in my tuition would be cheaper. I mean her mortgage is paid off for for the house it's hers but we live in a different town near it
