Hello, so I am speculating some properties in Washington, Colorado, and Oregon and have a question. If I buy a lot that is zoned as residential, will this home fit the criteria?

My plan is to buy land in either of those three states, buy this cabin, and have it built on my land. However do either of those three states allow this? I would like to have water, maybe even internet depending on availability of course. Electricity I plan on having off-grid solar panels installed so I will not need to be tied to the grid.
I just am astonished by the price of mortgages, and I don't even want a house bigger than 700 ft^2 and this cabin fits my needs. I just don't want to be in debt for 30 years on a mortgage, my family will allow me to stay with them to save up money to buy the land and cabin outright, along with funds I have already accumulated at my disposal.
So will either of these three states allow this to be considered a home by their definitions? I just hate Maryland and the east coast in general and always wanted to move to the pacific northwest. Thank you.
