Property tax was accidentally paid by Chase?

I do not escrow and do not hold a mortgage with Chase. I paid my taxes in late Dec of 2013 and about 2 weeks later got a refund check for the entire amount because it had been paid 5 days before my payment was deposited. I spoke with the county and we determined my account was mistakenly paid by a 3rd party on behalf of chase. I was told they contacted the 3rd party to let them know and in the meantime for me to deposit the refund because they had no way to refund chase.

A couple of days later a lady called from the 3rd party company. They confirmed the account number they paid was the same Chase had provided to them so the error was a mistake by chase. I was also told they had forwarded the information and my contact info on to Chase and I should hear from them shortly, but that it could take up to 4 months for Chase to contact me and try to collect payment. Within the first month I made numerous attempts to refund Chase for the mistake, but they have been unresponsive. It has now been almost 8 months and I've heard nothing. Just curious if anyone has had this experience and how long does it usually take for Chase to try to collect payment? I've had a couple people tell me Chase made similar mistakes in their checking and never bothered to try to collect, but this was a $2400 payment. I've done everything I can to make them aware of their mistake, and it shouldn't take 8 months when they were already told they paid my account instead of someone else's…
