Which type POR do i need? Proof of residency?

I want to get my learners permit in texas, and the de 964 certificate had a half sheet that said to bring a water and electricity bill, our bills wont come for a while and all we have is a mortgage bill and bills for internet, do i have to Have an electricity or water bill or not?
