Can you get a personal loan if you have a co signer?

I need a personal loan for $1500-$2000. I am not employed right now and do not own a house, so I do not have a mortgage. I take care of both of my parents, who are both retired. If I get them to co sign, is there any way to get a personal loan with no collateral/income of my own?
Added (1). THEY BOTH GET MONEY FROM RETIREMENT!
