I have applied for a government scheme to help with heating costs over winter. One of the criteria is an annual household income of less that ã16,000. I earn way less than this. I have a temporary lodger who rents a room for ã250 per month. A friend to help split the bills. Even with this extra money my sole income is way below the ã16,000 threshold. But, would her income be included in "total annual household income". This would take me over the threshold. She isn't named on any of the bills or mortgage
