How to force someone to move out in Washington, DC?

My mom decided to help her friend out going on 2 years in May(next month) Her friend and husband was to stay for a week while they found a place after getting kicked out the other place they stayed; that week turned into almost 2 years so there isn't an official lease. After 2 months, my mom started charging them rent, but now my mom just wants them out. The couple consistenly fight odd hours of the night and are LOUD, never have $ for groceries so they're eating the groceries my mom purchase, they broke the bed that they're sleeping on and everytime my mom gives them a 30 day notice, the husband says he will take my mom to court because she can't just kick them out. At this point, my mom wants them out of the house. They are not on the house mortgage and there isn't a lease at all, my mom just give them a receipt when they pay their rent on the 1st of the month. They consistenly move around so they seem to be well aware that its a lengthy process and you can't just call the police, we've tried.
