Most affordable states/cities to own a horse?

What countries, states, or cities are most affordable for a nurse to own a horse and be able to ride/compete in both English and Western disciplines? I do dressage, cross country, show jumping, hunter, barrel racing, a little bit of reigning, and some horsemanship. I'm pretty much all round except I'm not a huge fan of halter classes.

I don't own a horse but I'm an on & off again rider due to expenses and schooling. I'm more of a competitor in English and do Western for fun.

I wanted to look at places where there would be a good job market for nurses and where it's affordable to own a horse.

I've been considering Washington state but I'm a little bit concerned about it being the state with the most depression because of the constant rainy weather. I'm currently in Northeast Florida where boarding on average is 1,000 per month and lessons are $75 1hr private & $60 semi-private (2-3 students) & other fees which can easily cost a person 2,500-3,000 per month without competition and travel fees.
