If my city runs out of water, what will happen with my mortgage?

I have family in Northern California and their city is out of water. The entire city may have to shut down and they are worried about what will happen to their house. They still owe probably 10 years on the mortgage, but what will happen if they have to move? Are they still responsible for the mortgage?
