Is there a must have type of heating when renting to a dss tenant in scotland?

Me and my partner pay a mortgage on a flat at present and we would like to rent the property out so we can move. For several reasons we would like to rent to a dss tenant and are just in the process of finishing the flat off in order to do this.

The flat has never had heating in and we are able to put in conventional gas central heating but itll cost £2,500 all in, new boiler, labour, pipes etc. I recently discovered for half the cost we could put in convection heaters and storage heaters but we are finding it hard to get a definitive answer on whether a council would accept this as suitable heating for a dss tenant. Can anyone tell me if this meets guidelines on must haves to rent to dss? Thanks for help!
