Will a bank approve this mortgage?

I offered on a house and lost. The highest offer was $10,000 higher or more than all other 8 offers that came in. Winning bid was $221,000. The city assessment for that property was being worth $221,000.

It needs $13,000 work of electrical work done on it before you are even allowed to get insurance on the house.

Will a bank approve this mortgage? The sale is still "pending" and my agent said to wait and see cause maybe the deal will fall through? Its been "pending" since Tuesday.
