Can I dispute my credit score?

I applied for a mortgage about 2.5 months ago with a couple of mortgage lenders over the phone. My understanding was that once you do an inquiry your credit gets dinged but then you can check your credit with as many people as you want for the next thirty days with no penalty. They really didn't approve me for as much as I wanted so I told both people that I wanted to wait so I could save up more cash, and perhaps improve my credit score a little bit. One of mortgage people kept blowing my phone up, literally called me more than 50 times over the course of 6 weeks. I told him again that he didn't approve me for as much as I wanted and that I would wait. He was basically begging me to let him "run the numbers" again to see if he could get me approved for more. Reluctantly, I agreed on the condition that it wouldn't hurt my credit score… He said it wouldn't. He came back and approved me for a little bit more but I said it still wasn't what I needed and I thought we left it at that. Today I got a letter in the mail with my credit scores. It looks like he DID do another inquiry and now my credit score is 25 POINTS lower than it was two months ago. I called the credit agencies and tried to talk to someone but all you get is a recording, or you can pay $40 to "discuss" your credit score. Is there ANYTHING I can do to have this corrected? Or at least something I can do to stick it to this mortgage guy since he really screwed me over.
