What's the best option for consolidating debt in my situation?

I have about 11,000 in debt between credit cards, medical & dental bills and a personal loan. I work part time and have a 2.5yr old who attends childcare part time. I only bring in about 500 every two weeks and my husband usually brings in about 800 weekly. We bought our first home a year and half ago and thought we had it all figured out but since then our mortgage payment was raised due to taxes because its considered a new construction. We cant seem to make it all happen anymore. Every week we have about 700-800 going out just in bills between the two of us that not including our groceries. At the same time both of our vehicles are on there way out and both need lots of work. We both need a vehicle but at least one of us need a reliable one so I need to somehow eliminate my debt so we can consider freeing up some money for a new vehicle and focus on our other bills and mortgage and eventually saving money. We have no emergency fund or savings at this time either. I would like to do this without hurting my credit too much as well. Any advice on what to do would be appreciative. What to do debt consolidation, bankruptcy etc?
