What is the proper etiquette for splitting the bills when someone moves in? I own the home(pay mortgage and homeowners ins). Should the person moving in have to pay half of that plus half of the utilities?

Electricity
Water
Gas
Cable/internet
Groceries
Then I have my phone, my car, and car ins that I know is not his responsibility.
