How much more money should the gov give to Freddie Gray's neighborhood?

In the 90s Urban Renewal and Habitat for Humanity poured 130 million into Grey's community of 11,000 to fix homes and schools! And also in the 90s another 30 million from the gov to arrange for "home ownership" to those who- "COULD NOT AFFORD THE MORTGAGES" and as a result lost their new homes to foreclosure!
