30 days Without official paperwork?

A family's home is Maryland was foreclosed on. It was HUD. It did not sell at auction as people did severe low-ball bids. It is now REO.

An occupancy check was done on August the 9th, 2015. The agent doing the check told the head of the household that she had 30-60 days after date of the Occupancy check to vacate. She was given NO official court papers, Notice to Quit. Zip - Zilch - Nada. Do they mail them or hand them to person in-hand? She has a P.O Box, but a lot of things she hasn't got around to changing address on many things, including lender - the family still gets their monthly statement from the lender that foreclosed on them.

That very next day, after the guy verified that there were still people living at the house, some company came right out at nearly night. They said that the lender got word that the place was unoccupied. They showed up, ready to gain access to the house and change the locks! After everything was sorted, they left - the lock changing undone - with a warning that the lender would send someone out at least once a week to check occupancy.
Added (1). The previous home owner just informed me, when I told her about the bank owning it, that it was done under a Reverse mortgage and now HUD owns the home, not a bank.
