Need info on mortgage lenders and credit report--who pays?

I am looking into buying a home. When I contacted mortgage lender here in town, they told me to bring $38 for my credit report (along with bank statements and everything else). Is this normal practice for ME to pay for my credit report? My mom says she didn't have to pay when she bought her home 4 yrs ago (she used another lender)… Just wondering. Thanks!
