Mortgage or Put in offer first?

Me and my husband are first time buyers
We have been to the bank whom we will get our mortgage with and they have said an amount they would give us based on the info we gave them
they said to find a house and come back to them…

we are now looking at houses
but when we see one we like, should we make an offer and then go to the bank or do you need to do it the other way around? Do you 'make the offer' yourself or is a solicitor meant to do it?

if you make an offer, can you back out?

i am very confused!
