Retirement: do you still have to pay property taxes even if you have no mortgage? Can people actually fully 'retire'?

I was talking to my dad about retirement and he even thought about moving to a different country in the Caribbean or T least get a second home there. He said when he retires and he doesn't have a mortgage anymore. He's not too worried about paying for water, food etc. But he said people still have to pay property taxes and if you don't pay they can take your house from you. Is this true? How can people avoid property taxes? Are people actually ever really be 'retired'?
