Will he qualify for an apartment lease under these circumstances?

My boyfriend started a new job back in January in where he brings about 5k/month. Double owhat he use to bring before. He has a house under his name (1st house he's ever bought) with a monthly mortgage of 1600. He doesn't live there, he is renting it out to a family friend. However, because it was first time homebuyer he makes it seem he lives there. In reality, he is renting it out so the family give him the money and he makes the pymts every month. He wants to buy a new car off the dealer as well. Which he will need a co signer in order to be approved. He also has a 7k loan from bind credit union. Will he qualify for an apartment with a monthly lease of 12-1600. Thanks in advance.
