Should America have a national language?

Or an official language of government?

Should all new citizens and legal residents (green card holders) be required to be fluent in the English language (not simple basics of elementary conversation, but true fluency), within a reasonable amount of time?

What are the benefits or downside to this?

Would naming English as the official language help decrease anti-(illegal) immigrant sentiment?
