Can your name be legally removed from a mortgage when you've not lived in the house for many years?

We live in upstate, NY. My husband bought a house with his exgirlfriend 13 years ago and they split a year later. His name has been on the mortgage, but not on the deed. She has quit paying the mortgage and we are getting notices from the bank. His credit is being destroyed. What are our options for getting his name off of the mortgage? They still have 17 years left to pay.
Added (1). The story gets better, apparently when she went to refinance, the bank would not do so because she owe's $10,000 in back taxes. Since his name is not on the deed we don't owe the taxes, but there's no chance of refinancing until she pays that. Of course, if she cant make a $500 mortgage payment she certainly won't be able to cpme up with $10,000 for taxes…
