Are these financial expenses possible with this job?

I am worried about my mother with her finances. She gets paid about $24/hr at about 30 hours per week. She made about 40k last year before deductions I believe.
Her monthly most common expenses are these:
-Utilities(Mobile, Phone, Internet, Power, Cable) $600
-Mortgage $700
- HOA fees $200

There are others but they arent major and i'm not sure how much they cost. She also receives child support of $675/month. I was running it through my head today and It seems expensive for that little of income. Please don't tell me its none of my business but I'm just worried a bit. Im not the best at this kind of math so if someone could help me out that would be appreciated!
