Why wont my bank give me a loan to pay my mortgage shortfall?

We have 2 months left on our mortgage and will have a 13000 shortfall. We wish to have a loan with our bank(the same bank we have our mortgage with)to pay this amount off. We can easily afford the payments but they say they cannot lend money for this purpose. Is this the same for all loan companies.
