Bad condo neighbors not paying monthly fees?

My neighbor has not paid their fees in years. The owner of the condo died, the unit was passed on to their daughter and the mortgage is paid off. However, she and her boyfriend are disruptive, make a mess in the common area and yet the association says they can't do anything about it. I am at a loss. I'd like to sell my place eventually and fear their presence will ruin my property value. I don't know where to turn to or what to do. I'm in Florida.
