Should I expect my mum to contribute to my tuition?

My loan is based on the income of my mum. I get less because of her income. I worked for a year before Uni to save up. I get about 5k per year. My rent is £400 per month, then I buy food etc. I do find it a struggle. My train fare home is £70.

She is not rich but she earns about 40k I think. She has a £400p/m mortgage and the usual bills. She got divorced about 4 years ago too. I never asked her to help me because she is always saying how poor she is. We once spoke about her paying £20 a month to help me buy my prescriptions. But it never happened, mostly because she said how short money was. But today she told me that she spends about £250 per month on going out, drinks, nails, taxis etc. I could not help feel slightly annoyed. Am I being really ungratful?
Added (1). Sorry for the spelling (I'm on my phone). I probably am being really ungrateful which is why I have said nothing. I was just a bit shocked she has a £250 pocket money allowance when I can't pay for my medication and I literally live in a falling down leaking house. She also rents my room at home out for extra money. I therefore thought she was struggling more than she is.

Added (3). I'm not American and in my country there's no other loan. The loans are different for everyone depending upon the income of your parents. The government estimate on average it costs 7k for a student to live for a year. I can't declare myself independent or get over 5k due to my mums income. My rent alone comes to £4800 and I do live in the cheapest area and have a job. The actual tuition I have on a separate loan. I realistically do not have time to work more and do my law degree.
