Plaintiff high bidder Master in Equity sales?

The county auctions are once a month. On one the judgement was $83,560. The results of the auctions are posted on the county site a few days later. That particular one did not end up selling to the bank who was represented by a lawyer and the lawyer bids up to the highest price that the bank approves. This one the high bidder was the plaintiff who won the auction for $72,500. What do these results mean? Does the owner (who was foreclosed on because they were behind on their mortgage payments) retain the home and that $72.500 is refinanced by the bank. Thus bank gave up the difference in the judgement and plaintiff bid which was $11,060.
