Using asphalt roof shingles as siding?

I am trying to buy a house and FHA is required the damaged Insulbrick be fixed. I was wondering if it would be possible to use asphalt roof shingles to just patch the places were it has been damaged? I will apply for a home improvement loan to get it sided after I close on it. The owners are not willing to do siding to sell it.
