CAN I BE ON THE MORTGAGE IN TEXAS BUT NOT THE DEED?

I discovered that I'M on the mortgage but not the deed of the home we refinanced together. My name does not appear on the deed of the home we shared as husband and wife for 30yrs. After yrs of domestic violence we are now separated. However Garland utilities, in Garland Tx has allowed my husband to disconnect all utilities in the home i currently live in alone for the past 3months.Garland Utilities stated, he has every right to deny all utility services to the home because my name doesn't appear on the deed.
