How soon should you get pre-qualified for a mortgage?

We are building a custom home and it won't be ready for another 7 months. Most banks don't let you lock in an interest rate until a few months out from closing. So if we are too far out for us to lock in an interest rate, is there any point in shopping for a mortgage until we are closer to the completion date of our home?
