Does Illinois allow writing off mortgage interest and property taxes?

In Illinois, can you write off mortgage interest, charity contributions, student loans, and property taxes when deducting income taxes? I've heard Illinois does not allow itemized deductions. If so, what do they allow to minimize your taxes?
