Can Someone buy a property separate from a spouse even if he owes back taxes?

My mom married my step dad and he owes back taxes from before they were married. I would like to help my mom invest in real estate instead of throwing away money at rent. They file taxes separately. I just don t want my mom to buy this house if there will be a lien immediately placed on it.
