Loan against property mortgage?

My maid has a flat alloted to her husband under slum rehabilitation scheme in Mumbai. Is there any way that she can get a loan against her property from any bank. She has taken a private loan of 3.25 lakhs for she has been paying interest @3.5% pm. She needs to urgently pay back this loan. I really want to help her. But don't know how. The market value of this flat is about 12-13 lakhs. But there is a lock in period of 10 years before they can sell it. Its 8 years since they got it. She doesn't want to sell her house. She's willing to pay am EMI of 15000/ a month. Please help. Its a noble cause.
