Should a seller provide certificates for a house?


I have just received my HomeBuyer Report and the surveyor has noted:
- DIY amateurish electrics with no certificate
- 9 year old boiler with no certificates
- Extension to the kitchen with no documentation
- No certificate for the installation of the central heating system.
Is it reasonable to request that the seller provide these before exchanging contracts? (We are happy to do the other work needed, after completion)
