Am I able to ask the seller for a fence allowance and use an FHA loan?

Since I cannot use the 203k in order to finance the fence construction cost am I able to give the seller list price and ask that either money be put in escrow for a fence or even a credit will be given in the form of a lowes gift card. Basically anyway to finance a fence cost into the FHA mortgage?
