Asking HUD to pay closing cost and realtor fees clarification?

I found a townhouse for $112,000. If I put in an offer over asking price and ask HUD to pay closing costs/Realtor fees so that NET to HUD is equal to full asking price, is that the amount my mortgage would be before subtracting the down payment?
