Can one sue the landlord's lien-holder when the landlord refuses to to fix health and safety issues?

Got a copy of the mortgage agreement from the county clerk. It states that the landlord must keep the property in good habitable condition at all times during the term of the loan.

Should I notify the lien-holder of the condition the property is in? Can they do anything other than terminate the loan and take over the property? Are they liable for anything?

This is in Texas.
